This is a brand new roll of mil spec heat sealed packaging. This is what they use to put all their parts in and seal them up for years and years. This is a sleeve, so it is sealed down the outside edges. It is then cut to the desired length, leaving only the remaining two sides to be sealed like a pouch.
The outer layer will have some knicks and marks on it from storage.
